I realize I'm just speculating, but I'm really leaning towards a belief that Jaqen was in Westeros b/c of Arya, or AT LEAST that when he met her he recognized something in her, and either dropped what he was doing it or finished what he was doing and continued to hang around b/c of Arya.. He told her not to let Arya suffer. She has completed her training by convincing her tutor that she IS somebody Arya Stark, "the Faceless Man".
Then she couldn't complete her mission and decides to leave the Faceless Men to go home. So he wasn't the one to give a hit order on Arya.Arya kills the Waif, then goes after Jaqen, she tells him "A girl is Arya Stark of Winterfell and I am going home". Keep in mind that in any group there are Followers who follow all the rules and there are Leaders who make the rules. The Waif was clearly not acting in a way that befit a Faceless Man. As I said, death is a part of life, so if Arya had died, Jaqen would have probably regretted it or would have been sorry, but that would have only meant that she wasn’t the person that he’d been looking for.In way, that also explains the smile—he’s pleasantly surprised to see that Arya took to the training so well she killed the Waif.
